kde-sc-dev-latest software package provides ensure that the latest KDE Development Platform is installed, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install kde-sc-dev-latest
kde-sc-dev-latest is installed in your system.
